Togo has introduced an e-visa for everyone that needs a visa to enter the country. The e-visa is obtained through their official government portal: https://beta.voyage.gouv.tg/
The fee for a single-entry tourist visa is XOF 35,000 (or roughly $63 USD) and will be take 5 days to be process. There are different periods of validity you can select when applying, with the shortest and cheapest being 15 days.
The online system is very straight forward and you will only have to upload a copy of your passport as well as a passport-sized photo with a white background. You will also have to enter a local address, which just can be a local hotel and no proof of accommodation is needed during the application.
Everyone is able to apply for a Togolese e-visa except 14 countries that are visa free. The 14 countries are Benin, Burkina Faso, Cape Verde, Côte D’Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Morocco, Niger, Nigeria, Senegal, Sierra Leone.
